Renault Modus 2007 EGR Valve Not Staying Off - Diagnosis and Fixes

My Renault Modus 2007 (UK model, engine JP0FO5) has an issue where the EGR valve does not switch off. The only way to stop it from operating is by physically removing the EGR valve plug. However, once I reinsert the plug, the valve returns to operation. Disconnecting and reconnecting the battery temporarily stops the EGR from activating, but as soon as I restart the engine, it comes back on. This behavior suggests a potential fault with either the EGR valve itself or the OBD system. Could this be a faulty EGR solenoid, a wiring issue, or a problem within the vehicle's onboard diagnostics? Any insights or troubleshooting steps would be greatly appreciated.
