Check the heater circuit for 12V power. Bbbind.com has a detailed wiring diagram available for reference.

The wiring and connections appear to be intact and functioning properly.

Verify that the A/F sensor heater circuit is receiving proper 12V power from the PCM.

I found that the A/F heater circuit fuse had blown. I replaced it and reset the codes—this resolved the issue. Thank you, cj1! I'll update if any further problems arise.
