I own a 2002 Jeep Liberty with a persistent P0551 diagnostic trouble code that prevents me from passing vehicle inspection. I've already replaced the power steering fluid and the inline pressure sensor as recommended. After clearing the code, it returns immediately. I followed advice from my garage and installed a factory-original inline power steering pressure sensor, but the issue persists. The vehicle runs smoothly with no noticeable performance problems. However, the P0551 code remains active even after resetting. When using an OBD2 scanner, the code appears as 'pending' without any driving activity. I'm seeking clarification on possible root causes and whether this could be a wiring or reference circuit issue.

The vehicle operates normally—AC function is working. This is a 2.4L or 3.7L engine? Using a digital multimeter (DVOM), check the connector pins: DB/WT or DB/ORANGE—does it show voltage? And for BK or BK/GREEN—is there a solid ground connection?

Yes everything is working, it has voltage at the connection, 1.5 volts. The engine is a 3.7

The P0551 code relates to a 5V reference circuit. This suggests either incorrect probing of the return signal or a fault in the wiring from the Powertrain Control Module (PCM) to the sensor.
