2005 Ford Escape Fuse #11 Keeps Blowing, P0354 Code - Truck Won't Start

The #11 fuse in my 2005 Ford Escape keeps blowing repeatedly. The check engine light is on, and I've retrieved fault code P0354. This fuse protects the Powertrain Control Module (PCM), so when it blows, the truck won't start. Anyone know what could be causing this issue? Is it a wiring problem, faulty spark plug, or a short in the ignition system?
