2006 Dodge Stratus SXT 2.4L Won't Start with P0340 Code - Sensors Only Get 0.44V

My 2006 Dodge Stratus SXT with a 2.4L engine is not starting and displays fault code P0340. I have already replaced both the camshaft and crankshaft position sensors with brand-new units, installed a fully charged battery, and confirmed that the alternator and starter are functioning properly. The timing belt does not move at all when attempting to start the vehicle. Testing shows the sensors only receive 0.44 volts instead of a full -12V supply. Given this issue, I'm wondering what other potential causes could be responsible for both the lack of engine movement and the low sensor voltage?
