1999 Chrysler Cirrus LXI P0731 and P0700 Fault: Transmission Not Shifting, Speedometer Failure

My 1999 Chrysler Cirrus LXI is currently displaying diagnostic trouble codes P0731 and P0700. Suddenly, the car won't shift properly when accelerating. The check engine light remains steadily on, and the speedometer has completely stopped working.
