1998 Ford F150 4.2L V6 - P0430 Code Fluctuates On/Off: Causes & Diagnosis

Hello, I recently purchased a brand-new 1998 Ford F15-0 with a 4.2L V6 engine in Colorado. In 2005, I moved to California and have since driven it over 445,000 miles (all my own mileage). The engine was rebuilt in 2014 due to cylinder #6 burning blue smoke and failing emissions tests—though the other cylinders performed normally. After the rebuild, I replaced all four oxygen (O2) sensors. Since then, the engine runs smoothly, but the Check Engine Light (CEL) comes on and off intermittently, triggering a P0430 code. The most recent emissions test showed elevated NOx levels and hydrocarbon (HC) readings just over the maximum limit. This week, I had it inspected by Cal STAR, which confirmed that the EGR system is clean. Despite this, the CEL flickers inconsistently—why does it come on and off rather than staying lit continuously? Is there a known issue with P0430 in 1998 F150s with high mileage and rebuilt engines?
