P0480 Diagnostic Help: 2007 VW Jetta Cooling Fan 1 Control Circuit Malfunction

Hello! Thank you for your time and assistance. I'm experiencing a recurring P0480 diagnostic trouble code (DTC) on my 2007 Volkswagen Jetta. The code first appeared about two weeks ago, and although I cleared it initially without capturing freeze frame data, it has returned. Shortly after the check engine light illuminated, I opened the hood and observed that only one of the cooling fans was operating — specifically, the passenger-side (right) fan was not spinning. I'm unsure whether both fans should be active simultaneously. Does this behavior align with normal operation? The freeze frame data is included below for reference. Given the recurring nature of the P0480 code and the partial fan engagement, what could be causing this issue? Any insights or troubleshooting steps would be greatly appreciated.
