P0037 Code on 2006 Mitsubishi Galant 2.4L

Hey guys first time posting here, Having issues with a 2006 Mitsubishi Galant Currently it has 168670 Miles on it with the 2.4L 4Cyl engine it's one of my customers. Ive replaced all of the 02 Sensors and reset the light but Im still getting the P0037 Code afterwards the computer is reading it as (P0037) H02 Bank 1 Sensor 2 Heat Circuit Low The replaced sensors are Bosch and the Catalyst Converter is about 3months old any help with this?? bosch is NOT a brand of choice. is there 12v at sensor heater circuit? ohm the o2 heater circuit compare against spec. then check the wire from B1S2 to the PCM. open, grounded, voltage etc http://www.obd-codes.com/p0037

thanks for the insight changed the top 2 sensors and going to change the bottom 2 so they're not bosch tried reading the volts on each sensor circuit but it never read at 12v exactly all of them were 10-11v or so
