2003 Chevrolet Silverado P1516, P1518, P0650 Faults and No Tachometer Reading

My 2003 Chevrolet Silverado is not turning over and displays fault codes P1516, P1518, and P0650. I've noticed that both the tachometer and the check engine light (MIL) are part of the same circuit. The issue appears to be related to the neutral safety switch—possibly preventing the vehicle from starting. However, I'm not certain whether this is the root cause or if there's another underlying electrical problem. Can someone explain how these fault codes relate to the no-start condition and whether the neutral safety switch could be responsible?
