This strongly suggests a problem with the Idle Speed Control (ISC) valve, which is integrated into the throttle body. Possible causes include: damaged IAC motor connector (check for physical damage or moisture), open or shorted IAC circuits to ground, shorted IAC circuits to voltage, or failure of the IAC valve itself.
