2003 Jeep Grand Cherokee P0171 and P0174 Code: Causes and Fix for Stalling and Flooding

My 2003 Jeep Grand Cherokee Limited Edition is displaying OBD2 diagnostic codes P0171 and P0174. The vehicle runs fine for a while but then stalls when I stop, or fails to restart after being turned off. When attempting to start it, there's a strong smell of fuel flooding the engine. It sometimes starts within minutes, other times requiring up to 30 minutes or more.
