I've already replaced the HCFM and the fuel pump harness, but still cannot establish power to the fuel pump. I'm currently unsure of the exact location of the fuel pump relay—some sources suggest it's behind the radio—but I've checked there and only found a hazard light relay. I've ordered a replacement fuse/relay panel for further troubleshooting. In the meantime, I plan to test the PCM (Powertrain Control Module) as a potential cause.
