2002 Mazda 626 P1744 Fault: Torque Converter Clutch Issue - Electrical or Transmission Rebuild?

My 2002 Mazda 626 has started exhibiting transmission issues. Previously, I was able to start the car with overdrive disabled and manually shift into drive at speeds above 40 mph, or by starting in low gear and shifting up. Recently, the overdrive light began flashing intermittently. After using a scan tool, code P1744 appeared: 'Torque Converter Clutch System Performance - Stuck'. The transmission fluid appears clear and does not have any burnt smell, which makes me suspect an electrical issue rather than internal mechanical failure. Now, the car slips when starting from a stop. I'm wondering if this can be resolved by troubleshooting the electrical system or whether a full transmission rebuild is necessary.
