2002 Ford F250 7.3L Diesel Engine Won't Start with P1273, P1280, P1293 and P0603 Diagnostic Codes

I have a 2002 Ford F250 with a 7.3L diesel engine that will not start. The OBD-II scanner shows the following fault codes: P1273, P1280, P1293, and P0603. I've already checked and confirmed the fuel pump is functioning properly. I recently rebuilt the return fuel pressure needle and seals, replaced the fuel filter, and installed new camshaft and ICP sensors. Despite these repairs, the engine still won't start. Any insight into what might be causing this issue? Help is greatly appreciated!
