2001 Dodge Stratus P1494 Code: Fuel Leak Detection Pump Issue and Fuel Gauge Inaccuracy

My 2001 Dodge Stratus is exhibiting two concerning issues when refueling: the fuel nozzle continuously clicks off, as if the tank is full, even when I refill slowly. Additionally, the fuel gauge initially reads around 3/4 full but drops to approximately 1/4 after driving 20–30 miles. The Check Engine light is on, and diagnostic testing has revealed error code P149
