I own a 1998 VW New Beetle that has been displaying error code P1565, which reads 'Idle Speed Control Throttle Position Lower Limit Not Attained'. The vehicle was previously used as a motorhome towed unit and now shows around 100,000 miles. The engine bay is clean with no visible corrosion, and all wiring and connections have been inspected. I've cleared the code multiple times using an OBD2 scanner, but it returns shortly after. I'm wondering if there's a mechanical adjustment for the idle speed or whether cleaning the throttle body might resolve this issue. Could the throttle body itself be faulty? I recently resolved the same problem on my 1998 VW New Beetle. The root cause was carbon buildup in the throttle body, which I removed using brake cleaner (applied sparingly) and a clean rag. After cleaning, I used an inexpensive OBD2 code reader to erase the P1565 error. Important note: Simply disconnecting the battery does not fully clear or resolve the issue. After reassembly and clearing the code, you must perform a throttle position sensor relearn procedure. Turn the ignition key ON (do not start the engine) and leave it on for 5 minutes to allow the system to establish zero throttle position. Then turn off the key and restart the vehicle. The check engine light should stay off after this process. Note: Clearing the code without completing the relearn step only suppresses the warning light temporarily. This fix has worked reliably for me in passing Ohio emissions tests. Hope it helps others facing the same issue.
