According to OBD-II code reference (http://www.obd-codes.com/p0440), a vehicle with an active P0440 code will not pass emission testing if the Check Engine Light is on or if the system monitors are not ready. To resolve this, inspect and replace the evaporative canister, purge valve, or charcoal filter—common causes of this fault. These parts are relatively inexpensive and easy to fix for a 1996 Blazer.
