Why? Their road infrastructure is in good condition, crowds do not brake traffic rules
75 percent of the network is very small streets that function as shared space. Crowds don’t break rules on busy boulevards - this is true, but the average street in Tokyo is a narrow shared space in which there are no rules and pretty much anything goes.
