Both can be true. Being finished with the design doesn’t technically mean it’s ready for production. If they found issues during release to production validation, they have to go back and fix it.

And the way it works is you do design, and then you do simulations, and then you tapeout, and then you get ES1 samples, and then you a whole bunch of testing on those and fix whatever doesn't work (hopefully just with metal changes), and then you tapeout again, and then you get ES2 samples, and then you do a bunch more testing, and then (if you don't find any problems, or you have workarounds for the problems) you get pre-production samples, and then do you a bunch more testing, and finally you're ready for production. In the real world that takes 2 years (the article said Apple, et al, do a one year cycle, but they don't - they do a new design every 2 years, and just a minor tweak on the alternate years). Musk's timeline is totally bogus.

If nothing changed, Elon said AI 5 chips will be made by TSMC and AI 6 will be made by Samsung. Also there was news that Elon is mad at TSMC because TSMC won't rush Tesla chips production and Tesla stays in the rear end of customer list. Elon even said he could buy the entire Samsung foundry and all Tesla chips will be made in the house. I know Elon Musk is super rich but don't know he is that rich.
So it's basically already ready to be put into 100k units and shipped out to customers!

Samsung already has an existing plant, I think it makes RAM, in Texas and they are starting up a new plant in Texas. The new plant is the one that is being used for Tesla and starting it up is a shit show.
Tesla probably has enough money to startup a fab, but it would take years and billions. It would also likely not work well since Tesla would have to build the technical understanding of how to operate fabs. It would be a terrible decision for Tesla to try to build/operate a FAB. Chip design is probably a more reasonable goal.

I think Elon is talking to himself to buy Samsung fab as the short cut to enter the foundry business. The current Micron CEO used to be TSMC President. Elon can buy him to manage Tesla foundry.
Samsung might take him up on the offer if the offer them enough money and it is probably the best entry point into a current gen fab. It is still a moronic idea. Spending billions of dollars in capital fora side project when the core business is dying is insane. I'm not going to argue that the Micron CEO couldn't do it, but it would take years to acquire the technical expertise to properly run a fab. It is the engineers and technicians who have that and there are a shortage of them.
The current Micron CEO used to be No. 2 guy in TSMC.

Biped robots are massively overengineered for many tasks. Modern warehouses and factories are already full of robot arms and mini delivery vehicles. It's the leg balance that is the difficult part and they're just not necessary the vast majority of the time, often times its worse than wheels.
