This was reported awhile ago. He was insisting that the Chinese use anonymous banking, such as going through the Cayman Islands. I wouldn't be shocked to find out that much of Musk's conglomerate of companies are seeing their valuations increase because of massive levels of Chinese and other foreign investments. China especially, as many folks used to use real estate as their primary investment, but with the real estate bust, they started putting money into stock.

Just read the article. "While there is no prohibition on Chinese ownership in U.S. military contractors, such investment is heavily regulated and the issue is treated by the U.S. government as a significant national security concern." It's not banned, but it's regulated (for good reasons, to ensure confidential data doesn't leak). It's only an issue if that investment is hidden from regulators.
