Samsung where doing the lithography aka “making” the chips/dies. Intel were going to then package them. Packing being connecting the dies together, enrobing in protective ceramic with the “pin out” to connect it to a circuit board. Tesla will likely have to pay both suppliers off in accordance with penalty causes in the contracts.
