You'd need planning consent to erect those in the UK, which would take ages, there'd be a consultation process, those affected would, understandably, object, and permission would be refused. You must have similar processes in the US, so, presumably, Musk just ignored all the rules, and got everyone involved to get it built ridiculously quickly and opened it.
