That's pretty common for new chargers. Usually they are waiting on the power utility to make the connection or install a transformer, or waiting on permitting/inspection from the local authority.

Yeehaw Junction (the site with 200 stalls) might actually have been a fatality of the layoffs. There are a myriad of sites where permits/plans were made prior to the layoffs but when Tesla updated https://tesla.com/findus these sites were not among those listed as "in development "

The joke in the UK about this exact Supercharger is that it's constantly full of DPD's vans. (A courier) I don't live local to it, but every time I go... I mean... It really is full of electric vans! Maybe now it'll be 60 stalls of DPD and 5 for Tesla!
They have been there over a year now I reckon, same with the ones near the Etihad Stadium at the Tesla store there. Really hoping they go live soon!
