I am looking at buying a used Model Y with AI4 and EAP. It seems this is the best way to save a buck since AI4 with FSD increases the price significantly. Would I, as the 2nd owner of a used Model Y with EAP, be eligible for the $49 per month FSD?

If you bought the vehicle, yes, you could get FSD for $49/mo as the vehicle has EAP. That is, until Tesla decides to raise the subscription price.
