What is the covering on back of Seagull rear seats?

In noticed when folding the rear seats down that there is a removable fabric covering attached by velcro. Is this for the option of replacement with a heavier e.g. duty rubber option along with a boot liner for additional protection, or simply made removable for ease of cleaning?
