I would get the newer model just for the upgraded suspension. I have a 24 and I have no issues where I’ve heard bad things about the older model’s suspension.
Plus just having the newer car potentially with less mileage and more warranty remaining is worth it too.
HW3 versus HW4, if you don’t care about FSD, is a complete non-issue.

I’m sure by itself it’s less than the $5-7k, but then you probably have less miles and more warranty remaining.
The newer versions also have the adaptive headlights, which are amazing.

Get the best deal.
'24 and '25. Still depreciating on a steeper curve. '23 has flattened out.
You can upgrade that suspension with Juniper parts for less than the price difference if you feel the suspension is not good enough.
A '23 with 30k kilometers on it was less abused than a '25 with 30k on it.
FSD can't be purchased anymore, and you can't use it most places in Europe, so who cares?
Easy decision. The '23 if it's in good shape. Keep your money.

So if you want higher quality cameras get a HW4 used if you want cheaper car get an HW3 it up to you and so that is your choice.

I've driven them both (and tried FSD).
My advice: Get the cheaper one.
HW4 makes no difference without FSD. Autopilot behaviour is identical on my test drive. HW4 is a waste of money unless you want FSD.
Yes the cameras are clearer. But like, so what? It doesn't justify an extra \~8k Euro.

Hw4 if you have any interest in FSD, and you should try a car with hw4 / v14 before deciding whether you would use FSD.

HW4 will more likely handle future soft ware upgrades. I believe you can have HW3 hardware upgraded for \~$2K but others would be better to speak to this.
