Entirely predictable, permits like this are not federally issued. Texas wasn't going to push back as to not piss off Elon. California does not care and likely knows the tech is not and never will be ready for primetime.

They definitely should put effort in building stuff rather than hyping. However even a successful robotaxi business won't get it anywhere close to $30T.
