There has to be a human somewhere who can control the car. Shit happens in traffic jams, accidents, blocked one way streets, etc. It’s a city. You can’t have a driverless car stuck and confused and blocking traffic for hours. I’ve heard some stories about Waymo cars going haywire.

They don’t need a permit when there is a driver. It’s functionally no different from any Uber taxi which happens to be a Tesla and driver used FSD.

I dont know enough about the permitting process, but I believe they still need permits when under human supervision.
This is false. I just checked. The still require an Autonomous Vehicle Testing Permit with a driver from the DMV. Companies must enroll their safety drivers in specific oversight programs and comply with updated vehicle, insurance, and monitoring requirements
