It would be tricky to enforce FSD subscription on buyers. From contract perspective you can not force customers into subscription. So you would have to do it some other 'inventive' way like providing at sale discount for the entire FSD package (say $8,000) in return for deferred payments of $100 per month until the full FSD purchase price is paid up. But that's tricky too because if someone would want to get rid of the car after 3 years, you either have to sue them for remaining balance or expect another buyer to pick up payments.

and also, a considerable % (more than a majority I bet) of buyers wouldnt want FSD and wouldnt want to pay for it. The default rate would be astronomical

Someone will need to insure the driverless vehicle.
Tesla will have the liability. It's likely the monthly subscription will include insurance and fees per mile.

And who would control cars when they get stuck? Even now Waymo keeps hundreds of nameless workers connecting from half a globe away making sure the cars are keep running. Nobody in their right mind would agree in 2027 to buy car that they would not be able to take over in case it misbehaves or FSD fails. That level of trust would need to be built first through a stellar reputation and years of improvements.

Is there any way to provide a low cost vehicle with the only way to use it is to subscribe? And that is agreed upon prior to purchase. Or does that have consumer protection laws.

Selling a car for cheap (relatively) that requires a subscription seems like a good way for him to get that done.
