I know several actual “qualified drivers” that I wouldn’t trust to drive in those conditions. What you’re looking for is decades out I suspect.

Dude FSD can't reliably handle highways near me on clear days (frequently goes from 65+ down to 40mph for no discernable reason). It's not even a little close to being able to handle missing lines on the road or snow covered stop signs / etc.

Anytime it snows heavy, or the visibility is low I don't trust it. I know it can handle it, likely but I prefer to be in control. But it's getting better.

You do realize that probably 95% of human drivers if not more are unable to drive safely in 18 inches of snow until roads get plowed. Most drivers suck so much they bare get by during optimal conditions. Heck a lot of vehicles will just get stuck given that is well above the ride clearance of most vehicles on the road. It is ok to say $99 is more than your budget can handle without going to the extreme of making a silly post like this.
