It’s the hardware to mount the cameras Tesla uses to double check FSD with.
Considering it says Tesla Energy on the side, I would assume it’s a fleet car for the Energy division. Could just be a roof rack on top.
Pretty sure Tesla validates with lidar
Looks like one of the verification vehicles mounted with lidar/radar so they can improve camera accuracy. Lots of photos of similar rigs floating around. I caught one super charging a few years back and the guy was kind enough to explain what the rig is. He was laughing at how much power it consumed and the drag it creates so his range was trash compared to a normal one.
As a Tesla employee, this is the only correct answer. They are going to be used for carrying solar panels and solar panel related thangs to job sites

as a non-tesla employee, that doesnt at all look like a standard roof rack, rather a harness for a lidar setup
Tesla doesn’t use Lidar.
Tesla uses lidar on test vehicles for FSD validation.
Energy also covers superchargers and energy storage sites.

Typically R&D cars are marked as such. There will be stickers soothing like “Engineering 021” or “Tesla R&D 034.” And obviously the really early cars / unreleased product have the black covers
